Add GitHub Actions workflow for pyThtoQgis conversion

This workflow automates the conversion process using pyThtoQgis when files are pushed to the Outputs/SHP directory. It sets up Python, installs dependencies, tests the installation, runs the conversion script, and commits the generated files.
